EMSAC is the unified voice of Colorado EMS—working year-round with state and national lawmakers to shape policies that impact EMS professionals and the patients we serve. From the State Capitol to regulatory agencies, we advocate for smart, practical policy that strengthens EMS operations, workforce, and patient care across Colorado.


What We Do (Advocacy at a Glance)

  • Legislative Monitoring & Analysis
    We track bills, amendments, and budget items affecting EMS and provide clear, timely analysis on what they mean for you and your agency.

  • Policy Development & Testimony
    We draft policy positions, coordinate expert testimony, and offer data-driven recommendations to legislators and state agencies.

  • Member Mobilization
    We activate members with targeted Calls to Action—including bill support/opposition messages, committee hearing sign-ups, and outreach to local legislators.

  • Regulatory Engagement
    We weigh in on rulemaking, licensure, reimbursement, scope of practice, operations, and safety standards that impact EMS providers and organizations.

  • Coalitions & Partnerships
    We collaborate with public safety, hospital, local government, and healthcare partners to build broad support for EMS priorities.
